In response to community interest regarding Mountain View School District properties and information released by the City of Industry through a California Public Records Act request pertaining to the Madrid Property, possible interest by JLL in early 2026, and potential data center development, the District would like to clarify the facts regarding its complete lack of involvement.
Neither Mountain View School District nor any authorized representative of the District has had formal or even informal communication with JLL (or any other entity) regarding the Madrid Property or the development of a data center on District property. If communications involving the Madrid Property occurred between JLL and any other party, they occurred without the District’s knowledge or authorization and were not conducted on behalf of the District.
In March 2026, the District first learned through a news article that District property had been discussed by a municipality and a private organization in connection with potential data center development. The article referenced information obtained through a California Public Records Act request submitted to the City of Industry.
Prior to that reporting, the District was not aware of JLL or of any investigation, research, or discussions involving JLL and the Madrid Property. The District has never communicated or interacted with JLL regarding the Madrid Property, either directly or through another entity. Any research, investigation, or discussion JLL or its representatives may have undertaken regarding the Madrid property was conducted without the District’s knowledge or authorization.
Accordingly, the District has no information regarding communications between JLL and other parties concerning the Madrid Property beyond the information already made public through the records request and subsequent reporting of other parties.
Following a Request for Proposals process beginning in May of 2023, the District entered into negotiations with North Palisades Partners (NPP) regarding a potential property exchange agreement related to the Madrid Property. Throughout the District’s negotiations with NPP, there was never any discussion with the District regarding the development of a data center or a similar use. Potential uses discussed with the District included rentable self-storage units and distribution/fulfillment-center-type projects.
While the property exchange process and escrow were active, the District took appropriate steps to prepare and manage the property consistent with the timelines contemplated by the exchange proposed agreement. Once the exchange agreement and escrow were terminated (due to the District and NPP no longer agreeing on mutually acceptable terms), the District resumed its regular upkeep and facilities management of the property, including fire mitigation and removal of portable structures.
On May 7, 2026, the Mountain View School District Board of Education adopted a resolution expressing its opposition to data center development without stringent environmental review, impact studies, and meaningful analysis of potential effects on the surrounding community. The Board’s action was informed by concerns being raised throughout the San Gabriel Valley and by the District’s discovery that discussions involving District property may have occurred without the District’s knowledge, participation, or endorsement.
At this time, Mountain View School District is not actively engaged in negotiations regarding any of its properties.
The District has, however, recently concluded a community-based public process -- through a Surplus Property “7-11” Advisory Committee -- to review District properties and establish priorities for potential future uses. This Advisory Committee process and future discussions are intended to ensure that community member perspectives are considered before the District determines appropriate next steps regarding its properties.
