The Mountain View School District (District) is seeking applications for membership to their 7-11 Committee (Committee) to establish a priority list of use for surplus space located at District’s following two locations, as well as any other property which may be subsequently added to the Committee’s purview:

Committee Responsibilities

Members of the Committee are expected to fullfill their duties by participating in approximately four to six total meetings, scheduled as needed. The meetings will tentatively be scheduled from June 19, 2026, to August 31, 2026. Members of the Committee will serve only on a voluntary basis. Pursuant to Education Code section 17390, the Committee must be composed of not less than seven (7) and no more than eleven (11) members, and must be representative of specific groups within the community. This is commonly called a Surplus Property “7-11” Committee.

 

The Committee is charged with the following duties: 

  • Review the projected school enrollment and other data as provided by the District to determine the amount of surplus space and real property;
  • Establish a priority list of use of the Properties that will be acceptable to the community;
  • Cause to have circulated throughout the attendance area a priority list of the Properties and provide for hearings for community input to the committee on acceptable uses; 
  • Make a final determination regarding the limits of tolerance of the Properties; and
  • Forward to the District’s governing board a report recommending uses of the Properties.

All community members that are interested in applying to serve, that also reside within the Mountain View School District boundaries (see our District boundaries online) but do NOT own property within 500 feet of the Kranz and Madrid properties, are invited to submit their application for consideration.

Board Action & Purpose of the Committee

On Thursday, April 14, 2026, the Mountain View School Distrtict Board of Education (Board) approved a resolution authorizing the formaiton of a Surplus Real Property Advisory Committee, commontly referred to as the “7-11 Committee.” This action is a required first step under California Education Code for any school district considering the future use, lease, or potential sale of unused or underutilized property. Establishing this committee does not mean that any decisions have been made about specific properties; rather, it begins a thoughtful, transparent, and community-informed process. 

The purpose of the 7-11 Committee is to advise the Board of Education on how surplus or potentially surplus District Properties could best serve the community. The Committee will review enrollment projections and facility needs, gather community input, and ultimately provide recommendations to the Board. 

It is the Board’s direction to open an application process for community members interested in serving on the committee.
